UPDATE: Level 3 did post on Facebook at about 12:30pm EST that it had restored services:
On October 4, our voice network experienced service disruptions that affected some of our customers in North America. We know how important these services are to our customers. We were able to restore all services by 9:31 a.m. Mountain time. We are investigating the root cause of the outage.
This outage began between 10 & 11 am EST and has impacted landline, cellular, and voip communications of every communications company in the US.

UPDATE: Due to technical and logistical reasons outside the control of JJCOM.COM, the maintenance outlined below had been postponed. A new announcement will be posted once the new maintenance window had been set.
On the evenings of September 16th, 17th, 18th, 2016 from 10:00 PM to 6:00 AM EST we will be performing upgrades and migrations of all hosted systems at our Salt Lake City, New York City, and Miami data centers. During this time, customers may experience intermittent disruption of services. In order to guarantee completion of inbound calls during this maintenance period, please be sure that you have configured your fail-over settings for all of your in-bound phone numbers.
